Introduction

HIRARC (Hazard Identification, Risk Assessment, and Risk Control) is a systematic process used to:

  1. Identify hazards in the workplace
  2. Assess the risks associated with those hazards
  3. Control the risks using appropriate measures

It is a core component of any Occupational Safety and Health (OSH) Management System and is required by law in Malaysia.

Legal Requirements in Malaysia

HIRARC is legally mandated under:

Occupational Safety and Health Act 1994 (amendment 2022)

  • Section 18B: Employers are now explicitly required to conduct risk assessments at the workplace.
  • This includes identifying hazards, evaluating risks, and implementing controls—i.e., the HIRARC process.
